Air Blows On Floor Not In Front Vents

Air blows on floor not in front vents. A c not coming from front vents only blowing from defrost and floor. Owners have reported several instances of the air conditioning not blowing through main dash vents or only blowing through the floor and defrost vents. It blows out the floor vent and the defroster vent but it won t change and blow out the dash vent. Ac only blowing through defrost vent and not coming out of the main front vents.
